The Cybercop Secure Portal is a private sector volunteer initiative in the spirit of Presidential Decision Directive 63 which exploits 128 bit encryption technology (SSL) to provide a secure collaboration realm where cybercops and INFOSEC professionals can collaborate and share resources and information. Topical focus for the portal includes issues such as Homeland Defense, Counter-Terrorism, Computer Forensics, Cybercrime and Global IT Security.

The secure server on which Cybercop Secure Communities resides is managed by the ESPGroup (http://www.espgroup.net) , a group with roots at DARPA and Carnegie-Mellon. Principles at the ESPGroup developed the Extranet for Security Professionals, a 5,000+ member Secure Portal which is dedicated to INFOSEC professionals with oversight from the White house Security Policy board. The technology on which the Cybercop Secure Communities is based has been "red teamed" by computer security professionals and is used to provide secure collaborative tools to government and industry.

The Cybercop Secure Communities Portal provides a secure CMC environment where over a thousand  law enforcement and infosec industry professionals collaborate and communicate in a secure environment. The secure portal model has elements of a gated "town square" (or portal) through which community members pass on their way to their own secure sub-communities within the outer "town walls".  System core tools include secure email, download libraries, a calendar system, online briefing tool, survey wizard, listserv message archives and a threaded news-group-like discussion tool. The ESPGroup also provides support to Cybercop Portal users via a help desk available telephone or email throughout the work week.

The model upon which the Cybercop Secure Communities is based is a unique hybrid of both an open community and a compartmentalized security model. All community members have access to all common (or public areas) of the community and community leaders have the ability to create their own private secure compartmented sub-communities with many of the same tools available within the larger Cybercop Secure Communities system.

A number of agencies and organizations at the state and federal level involved in cybercrime law enforcement and INFOSEC pursuits have built and maintain their own sub-communities inside the Cybercop Secure Portal. The Cybercop Portal also has a growing contingent of law enforcement and INFOSEC professionals from outside the US.
